Automotive market in 2017: IT WILL NOT BE CHEAPER, but it won’t be more expensive either.

Planned results of the year and preliminary forecasts for 2017

The influence of the rules of the Customs Union on the automobile market of the Republic of Kazakhstan (requirements for installing the Era-Glonass/EVAC systems) - AKAB asked to postpone the deadlines.

Prospects for preferential car loans next year.

According to preliminary results, 2016 will be completed with sales of 43-45 thousand new cars. The leader in sales of new cars will be Almaty; the largest number of transactions at the end of the year will be registered in the Almaty region.

  1. Sales of new cars are expected to increase over the next three years

*subject to an increase in oil prices in accordance with forecasts of international organizations, the absence of significant changes in exchange rates, devaluation, increase in cost from brand holders and other significant factors.

Positive factors for the market:

  • Gradual reduction of import duties within the framework of approved WTO tariffs. Reducing the cost of imported cars.
  • The issuance of certificates that reimburse part of the costs of purchasing a new car when handing over the old one for recycling stimulates sales of Kazakhstan-made cars.
  1. Basic trends for 2017:
  • Further growth of Kazakhstani cars in the sales structure
  • Prices will remain at 2016 levels
  • The popularity of SUVs as a segment will continue to grow.

Prices for imported cars will depend on the tenge exchange rate to a greater extent than for domestically produced cars.

Objectively, the average price for imports in 2016 increased from 4 million to 7,2 million tenge, and for local goods from 4,3 million to 5,3 million tenge

The market for both new and used cars will maintain its current indicators, since there are no prospects for cheaper prices yet. To reduce the cost of new cars produced in Kazakhstan, it is necessary to increase the level of localization; in addition, imports account for a significant share of the market. Since the exchange rate has stabilized and significant fluctuations in the market are not expected, this year’s prices for cars will continue into 2017.

There is an increase in the SUV segment; the trend will continue in 2017. The increase in the share in the structure of official sales is associated with significant sales of Toyota LC Prado, Toyota LC200, Toyota RAV4, KIA Sportage, Nissan Qashqai, Hyundai Santa Fe, JAC S3, etc. Toyota stimulated car sales with a program of easy lending from 4%.

  1. Sales under the preferential lending program:
Total passenger cars sold for the period May 2015 – November 2016

87 586 units

Locally produced passenger cars sold for the same period

20 665 units

Share of preferential lending in sales of passenger cars manufactured in Kazakhstan 39,6%

Trends of 2017: the preferential lending program will be popular among the population in 2017. The growth of popularity will be influenced by the start of a certification program for scrapped cars and an increase in the limit to 15 million tenge.

  1. The impact of requirements for the Era-GLONASS and EVAC monitoring systems on the Kazakh automobile market.

Technical Regulation CU 018/2011, which came into force in January 2015, requires the mandatory installation of a satellite navigation system from 2017 for all vehicles without exception.

The installation of satellite monitoring systems on new automotive equipment will be carried out by the manufacturers themselves, incl. and in Kazakhstan. A significant impact on the cost of the car is not expected - the increase in price will be about 100 thousand tenge.

President of the Kazakhstan Automotive Business Association Andrey Lavrentyev said the following on this matter:

"A unified rapid response system is definitely needed, since there is nothing more valuable than human lives. At times like these, when every minute counts, I don’t think anyone will worry about the cost of installation. But over time, the statistics on road accidents will change for the better. Everyone is interested in preserving the lives of drivers on the roads.”
