Prospects for the creation and development of an automotive cluster in Kazakhstan.

Today, Kazakhstani enterprises in the automotive industry are a modern base for the production of vehicles, with a developed logistics infrastructure, high-tech equipment and a staff of highly qualified specialists.

The peak of car production in Kazakhstan occurred in 2013. Just under 41 vehicles were produced during this period. By 000, the figure dropped to 2016 cars due to a decrease in demand due to the spontaneous import of cars from the Russian Federation. But since October 7, a trend towards market recovery has emerged. The same trend is observed in automobile production: the results in the 426st quarter of 2016 are 1 times higher than the same period last year.

To date, CKD production of passenger cars has been launched in Kazakhstan, and the average localization level has increased to 33%, thereby fulfilling the conditions for industrial assembly.

At the next stage of development of the automotive cluster, along with the launch of small-scale production, representatives of the Kazakh automobile industry are aimed at increasing the level of localization. One of the ways of its growth is the development of a new industry for the production of auto components. This industry will work both on the primary market, supplying spare parts for car production, and on the secondary market, creating a database of auto parts.

Also in the Kostanay region, together with the regional akimat, the construction of an Industrial Zone with an area of ​​60 hectares is being carried out. The main goal of its creation is the development of high-tech industries and promising industries, which in turn will increase the gross regional product, attract additional foreign investment, create new jobs, and stimulate industrial development in the region.

To date, as part of the creation of an industrial zone, a database of suppliers of automotive components from Kazakhstan, Russia, Belarus, Tatarstan, Turkey, Uzbekistan, China and other countries has been created. 6 memoranda of long-term cooperation and 4 memoranda with representatives of BATE Corporation were signed.

As the automotive industry in Kazakhstan develops, its investment attractiveness increases - today, enterprises producing cars attract foreign funding, funding from regional and republican budgets, as well as investments from most financial institutions in the country.

Along with the growth of production, a state program has been developed for the sale of automotive industry products, which has an impact on the development of the automotive industry, including the banking sector. According to the Development Bank of Kazakhstan, since 2015, 8 Kazakhstan-made cars have been sold under the preferential car loan program for a total amount of 697 billion tenge. A total of 32,8 car models from 71 brands are available under this program.

In total, since 2013, almost 98 thousand Kazakhstan-made cars have been sold. To date, it has been possible to increase the share of domestically produced cars in the market structure to 31% due to a decrease in imports, mostly from Russia. This creates the interest of brand holders in creating production facilities in Kazakhstan. So, since 2015, the production of cars of such brands as Hyundai, JAC, JAC Commercial, Ravon has been launched. Issues are being considered to increase production of other global brands..

Today, 97 car models of 19 brands are produced at Kazakhstan production sites. About one and a half thousand jobs have been created at production enterprises that are members of the Association of Kazakhstan Auto Business.

Now the main task facing manufacturers of cars and commercial equipment is to increase the percentage of localization. The average share of Kazakhstani content in domestic cars is 33%, for some models this figure reaches 41%, and in the case of special equipment – ​​51%.

One of the priority areas in which domestic automakers are working is the development of their own export potential. To date, cars produced in Kazakhstan have been supplied to the markets of the Russian Federation, China, Saudi Arabia, and deliveries to Tajikistan are planned. As the share of Kazakhstani content increases, the volume of car exports will also increase.

Also, at the production sites of Kazakh enterprises, the task set by the head of state is being solved - the production of electric vehicles is being established. To date, experimental models have been built at the facilities of two enterprises. One of them is being tested for further adaptation to operating conditions in Kazakhstan.
