Sharp rise in moped registrations in Kazakhstan: New rules come into force

In 2025, the Republic of Kazakhstan began registering mopeds under the updated Law on Road Traffic, signed by Kazakh President Kassym-Jomart Tokayev on October 3, 2024. Prior to the legislative amendments, mopeds with an engine capacity of less than 50 cc were not subject to mandatory registration and did not require a driver's license. However, starting April 5, 2025, according to the new amendments, all mopeds, including those with an engine capacity of less than 50 cc, must be registered, have license plates, and their drivers must have an A1 license.

According to the Association of Legal Entities "AKAB", in the first quarter of 2025, the number of initial registrations of motor vehicles increased more than 27-fold compared to the first quarter of 2024. The largest share of registered vehicles was accounted for by models with an engine capacity of 49 cc, which accounted for 89% of the total, followed by motor vehicles with a capacity of 48 and 50 cc. Among the most popular models registered for the first time in the first quarter of 2025, the leaders were the LIYA 49 (share of the total number - 8,22%), HONDA DIO (6,93%), JILANG TANK (3,2%), ABS-MOTO M8 (2,9%) and RACER RC50 (2,65%). Overall, more than 50% of all newly registered mopeds were models of Chinese brands, demonstrating their dominant position in the market.

Thus, the introduction of mandatory moped registration under the updated legislation was a key factor influencing the rapid growth in initial motor vehicle registrations in the first quarter of 2025. The results demonstrate a high level of citizen engagement in the moped legalization process and confirm the effectiveness of the adopted legislative measures.
