How will the auto industry develop?

ACAB members developed recommendations for the development of the industry as part of the sectional meeting “automotive industry” of the VI Forum of Mechanical Engineers of Kazakhstan.

The first day of the VI Forum of Mechanical Engineers of Kazakhstan started in the capital. Every year, the event allows you to discover all the shortcomings of the industry, develop proposals for eliminating them, and receive practical guidance for action.

On the first day of the Forum, a sectional session “Automotive Industry” was held, the second will be devoted to an extended plenary session. The section participants discussed “New development opportunities in the conditions of the fourth industrial revolution.”

The moderator of the automotive section, Vice-President of the Association of Legal Entities "AKAB" Anar Makasheva, shared the results of the development of the automotive industry of the Republic of Kazakhstan and highlighted the main trends that will gain popularity in the near future.

— From January to September, 19 vehicles were produced in Kazakhstan, including cars, trucks, buses, special vehicles and trailers, with a total value of 465 billion tenge. Production volumes in physical terms exceeded last year's figure by 117,8%. The main development trends in the industry will be set by the transition to alternative fuels, a comprehensive program for updating passenger transport, car sharing, preferential car loans, special financial programs from dealers and recycling in exchange for discount certificates, — the speaker summarized.

Within the framework of the section, the expected draft of the Comprehensive Plan for the Development of the Mechanical Engineering Industry of Kazakhstan for 2019 – 2030 was presented, which will become a strategic vision for the development of the industry for the medium term. The project assumes that the mechanical engineering of Kazakhstan, being the engine of industrialization, will become the main driver of technological growth of the economy of Kazakhstan and will ensure the strategic security of the country for future generations.

-For the calculation of all target indicators of the Comprehensive Plan, 2017 is determined as the base year. Achieving the target indicators of the Comprehensive Plan is expected in several stages. At the first stage, it is expected to achieve the following indicators: an increase in production volume in monetary terms by 3 times by the end of 2024, an increase in average labor productivity in the industry to 80 thousand US dollars by the end of 2024, an increase in exports of engineering products by 30% by the end of 2024 year, as well as increasing the level of localization to an average of 65% in all sub-sectors of mechanical engineering by the end of 2024, — Aset Adakhaev, Chief Expert of the Center for Industry Analysis of Kazakhstan Institute of Industrial Development JSC, reported.

During the work, the sections also spoke about a comprehensive program for the development of passenger transportation. Today, 67% of the bus fleet of the Republic of Kazakhstan (12 buses), in accordance with international rules for passenger transportation, are physically worn out. According to the deputy director of SemAz LLP Kadyrolla Zhumagulov, the service life of 505 buses (6% of the total worn-out fleet) exceeds 545 years. These buses do not meet safety and environmental standards.

— As part of a comprehensive plan to update the critically worn-out fleet of equipment in the Republic of Kazakhstan, with the support of the Ministry of Investment and Development of the Republic of Kazakhstan, the state allocates 13 billion tenge to finance legal entities and individual entrepreneurs purchasing buses, combine harvesters and tractors on lease. The operator for this program will be the company DBK-Leasing JSC. By 2021, the program will allow for the renewal of 7 buses, which will eliminate the critically worn-out fleet- noted the speaker.

At the end of the sectional meeting, the participants developed practical recommendations for the further development of domestic mechanical engineering, increasing competitiveness and integration into global value chains.
